Private actions like this exist only to be abused against particular persons or organizations. Any agenda-driven agency like the HSUS is going to use the power to push a private action against its enemies and leave its friends alone.
Look, the easy way to get to own your own big cats is to kiss up to IFAW, which has financed more than one "sanctuary." Whoever wants their own animals for whatever reason can look around for the right place to suck up to and they can get away with murder and perversion, although murder is easier to get away with. And what do you think these "carbon credits" are? Not that they're actually useful at all. They will probably be going for pennies on the dollar within weeks of being issued. No one who would buy them actually needs them.
